Gov. Yap signs MOA with DOH and Talon Gen. Hosp for drug testing services

CAPITOL HILL, Tarlac – The Provincial Government of Tarlac (PGT) headed by Governor Susan Yap, together with the Department of Health (DOH) Region III and the Talon General Hospital signed a Memorandum of Agreement (MOA) to provide drug testing services to Tarlaqueños.

The signing was held last August 3 at the Capitol’s Governor’s Terrace.

The MOA is pursuant to Administrative Order No. 2015-0033 or the Guidelines on the Implementation of the Universal Health Care which specify that the service delivery network should be established by Local Government Units in coordination with the DOH.
All the parties in the MOA are committed to ensure the accessibility of drug testing facilities and personnel for the implementation of the drug rehabilitation program in the province through effective Public-Private Partnership.

Yap, DOH Region III Director Dr. Leonita Gorgolon and Medical Director Dr. Raymond Nolasco Talon of Talon General Hospital signed the agreement.

In the signed agreement, the DOH shall shoulder the cost of the initial drug testing with the PGT will identify the priority population that should undergo drug testing while the Talon General Hospital Drug Testing Laboratory will render the drug testing services to patients referred by PGT.

In her speech, Yap thanked the DOH and Talon General Hospital for helping the province to the drug testing program and said that the MOA is in line with Pres, Rodrigo Duterte’s advocacy to fight drugs and criminality in the country.

“Thank you Dra. Gorgolon and Dr. Talon for your help in our drug testing program,” Yap said adding that, “The MOA is in line with Pres. Duterte’s advocacy in fighting illegal drugs and criminality in the country, the President’s message is consistent.”
Others present during the MOA signing are Dra. Shelley Ann Mangahas, OIC Chief of Hospital of the Tarlac Provincial Hospital, Dr. Monserrat Chichioco, Pathologist of the TPH, Dra. Maita Rigor, Chief of Clinic of the TPH, Dr. Leonardo Mangahas Jr, Dr. Apollo Duque, Dr. Ludwigo Santos, Dr. Raymond Nolasco, Executive Assistant Joy Gilbert Lamorena, Arsenio Lugay II and other capitol employees./ABL-PIO
