Tarlac has new police head Obinque “did not deliver as expected”

Tarlac City – – “He did not deliver.”

Thus said Police Region 3 Director PCSupt Aaron Aquino on the unannounced change of command of the Tarlac police provincial director held at Camp Olivas, Pampanga.

Relieved from his post was Senior Superintendent Westrimundo Obinque, head of the Tarlac Police Provincial Office (TPPO), who was replaced by PSSupt Ritchie Medardo Posadas.

The simple turn-over ceremonies was held at Camp Olivas and was presided by PRO3 Deputy Regional Director for Administration PSSupt Graciano Mijares. Obinque served the TPPO for less than 6 months.

Posadas was plucked out from his post as head of the Aviation Security Unit in Region 7 (AVSEU-7) based in Cebu City.

Sought for comment, RD Aquino said “he (Obinque) did not deliver as expected”.

“Under performance. Second to the last siya”, Aquino described Obinque, meaning under Obinque’s leadership, the TPPO is only number 6 among the 7 provinces of Region 3 in terms of accomplishment on the campaign against illegal drugs.

During the past years, the TPPO almost always led the other provinces “for exemplary performance” whose former PDs included former PNP chief Nicanor Bartolome, former Region 3 Director Rudy Lacadin, PCSupt Alfred Corpus and incumbent DILG Assistant Secretary PSSupt Alex Sintin.

Before his relief, Obinque is being criticized by many local media personalities as being “laging wala sa office” and by some police officials as “hindi nagpi-preside sa command conferences”.

On the other hand, Posadas used to be with the Criminal Investigation and Detection Group (CIDG) having served as provincial officer in Bataan and other provinces and became CIDG Regional Commander in Region 7. His last assignment was head of the AVSEU-7.

Posadas, belongs to the Philippine Military Academy Class 1990 Bigkis Lahi.

Obinque is now on a “floating status” assigned at the PRO3 Regional Personnel Holding Area Unit (RPHAU) in Camp Olivas./Nelson Bolos; FB: Central Luzon News Center
