‘Returning’ cop fears for his life; Says Bulacan S-2 out to kill him

A policeman “returning for duty ” is fearing for his life after he was informed as among the High Value Targets (HVTs) of the Bulacan Police Provincial Police Office Intelligence Branch (BPPO S2).

PO1 Jeffrey Serafica said a group of policemen in civilian clothes came to his house in Barangay Lomboy, Lapaz, Tarlac, and were looking for him last Saturday night (June 17).

“Dumating sila gabi at nagpakilalang mgapulis ng Bulacan Intelligence group at hinahanap nila ang aking asawa. Hindi maganda ang pagtatanong nila kaya nagduda ako at natakot ako sa kanila,” said the wife of Serafica.

Serafica is a facing an administrative charge and has just received last week a Decision meting him a 59-day suspension.

Serafica said to this writes, “sir, if mapatay man po ako, walang ibang may gawa kundi ang Bulacan S2. Mali po ang Intel report nila.”

Serafica’s ordeal started when his name appeared in the newspapers as among those identified by President Rodrigo Duterte of persons involved in illegal drugs several months ago (Philippine Star, August 8, 2016, and other national newspapers).

The list included the names of 2 judges, one was already dead and the other, retired.
But as identified in the newspapers, his namesake is another Jeffrey Serafica from Butuan City in Mindanao.

Last week when he submitted himself for interview at the Firearms and Explosives Division (FED) in Camp Crame, Quezon City, relative to his application for a License to Own Firearms (LTOF), he was told to report to his former chief of police to “clear his name”.

PSupt Reginald Francisco, commanding officer of the Aurora Police Provincial Office Public Safety Company (CO, APPO-PPSC), Serafica’s former police chief in San Rafael, Bulacan, accompanied the “beleaguered cop” at the Police Regional Office 3 (PRO3) in Camp Olivas, Pampanga, where they reported to the Regional Directorate for Intelligence Office (R2).

“Noon pong magka-kaso ako noong 2015, nadismaya po ako ng todo. Wala man po akong alam na nagawang mali pero nasama ako sa isang kaso na related sa trabaho, kaya na-awol po ako. Ngayon po na lumabas ang decision na 59-days suspension ang penalty ko at ise-serve kona, heto na naman po, HVT daw naman ako,” said Serafica almost in tears.

For several months while awaiting the decision on his appeal to his administrative case, Serafica obtained a VIP security guard license and worked as private security guard “to support his family.”

Serafica revealed that when they reported to Camp Olivas, R2 head PSupt Jean Fajardo called the Bulacan S2 to verify his (Serafica’s) inclusion in the HVT list and where the Investigation Report (IR) came from.

The Bulacan S2, apparently, said the IR came from R2, but Fajardo denied her office has such IR on Serafica.

Still feeling “unsafe and terrified,” Serafica sought the help of PSupt Jesus Rebua, chief of the Regional Operations Division (ROPD), who also called the Bulacan S2 and other police units.

Apparently, the inquiry of Rebua also confirmed that Serafica is not among the HVT list of the PRO3.

The 35-year-old Serafica is a former army man who opted to join the police force in 2010. He is a recipient of Bronze Cross Medal from the PA.

Sought for comment, PCSupt Aaron Aquino said, “I shall order an investigation on the concern of Serafica. Rest assured he will be accorded full protection”./Nelson Bolos
