Vice mayor, 2 others charged for mauling a 72-y/o man

Tarlac City – – Drunk of liquor or drunk of power?

This was the question asked when the news came out that the vice mayor of Victoria town, together with 2 bodyguards, allegedly mauled a 72-year old man.

Charged for physical injuries before the Tarlac Provincial Prosecutors Office were Victoria vice mayor Candido Guiam III, Jon Jon Bautista y Agdeppa, 48, and Rodolfo Ambrocio y Laog, 49, of Barangay. San Nicolas, all from Victoria.

The victim Eliseo Madrid y Lacayana, a retired military man, of Barangay San Gavino, who, according to the police report, was mauled in Barangay San Gavino a couple of weeks ago when he confronted the driver of a parked Toyota Pick-up whose lights were on high beam.

Apparently, Madrid was on his way home at around 9 in the evening with his family and was “blinded” by the pick-up’s high-beamed lights that’s why he confronted the driver whom he identified as Guiam.

In his complaint, Madrid said “he asked the driver to turn off the vehicle’s lights but the driver (Guiam) alighted and mauled him along with 2 other persons (Bautista and Ambrocio)”.

After several attempts to settle the issue before the Barangay Council of San Nicolas which resulted to “non-settlement”, Madrid filed his complaint before the prosecutor’s office.

San Nicolas Barangay Chairman Ariel Tabangay issued a Certification to File Action on Madrid’s complaint.

Guiam is the former 3-term mayor of Victoria and is now the incumbent vice mayor of his town. /By: Nelson Bolos
