Tarlac City – In an impassioned inaugural speech, the very first woman mayor of the city Mayor Cristy Angeles, rallied the Tarlaqueños to help “to bring Tarlac City back to its feet.”
As a starting point, Angeles apprised the residents of the current mire situation the city is in. She said that as December 31, 2015, the city has a cash deficit of 104 million pesos, which is over and above the city’s indebtedness with Land Bank in the amount of 618 million pesos which is being paid at 158 million annually. Details of the loan (which was incurred by the previous administrations was not elaborated)
Angeles said that city’s annual budget is close to 1.3 billion pesos. The city receives an IRA of 762 million from the national government from which Land Bank automatically deducts 158 million as loan payment, leaving the city a measly 604 million which is less than half of the annual budget. Angeles is now at a quandary as to where to source the close to 658 million pesos deficit for this year’s budget stating that the city has not much source of income (aside from taxes). “Nilapastangan at kinawawa po ang ating lungsod! Saan po natin ngayon kukunin ang kakulangan na pantustos sa mga gastusin ng ating ciudad? Umaasa na lamang po tayo sa bayad ng mga buwis mula sa taong bayan sapagkat naibenta na po o na privatize ng nakaraang administrasyon ang pamamalakad sa ating palengke, fish and common terminal, water district at slaughter house. Lugmok at baon na baon na po ang ating lungsod sa utang,” the mayor said.
The mayor itemized the transactions of the previous administration, which are detrimental to the interests of the city. She said her Transition Team reported the following:
Puregold Downtown Public Market – This was built via a loan in the amount of 234 million. Half of the downtown public market is leased out to kay Ladaran/Puregold at a rate of P14.00 per square meter. It was said that this was initially leased out at 400,000 per month but was later on reduced to 100,000 on the year 2011. By June 7, 2012, a Develop-Operate-Transfer Agreement was signed which further reduced the lease payment to 70,000. Aside that the reduced rent, Puregold was given a one-year free rent mobilization period. This transaction, according to Angeles, displaced some 21 original vendors, which to date have yet to have a place ply their trade.
Streetwell Contract – Streetwell is being rented out at 75,000 monthly but for two years, the security deposit is yet to be paid, aside from the monthly rental not being paid. By 2010, the rental was reduced to 50,000 monthly and the interest for the unpaid rent was waived.
The Palm Plaza – While the city is renting out its properties for a song, it was renting from Palm Plaza a 595 square meter space at a whooping 1.2 million pesos monthly.
Fish and Common Terminal – This 3.35-hectare property is being rented out at 2.54 pesos per square meter or 37,500 pesos monthly. The renter was also given a 2 years of rent free use. The renter is the owner of Palm Plaza. “Nakakabagot isipin bakit ganito na po kasukdulan ang talamak na panlilinlang sa taong bayan. Nakakapagtaka bakit bagsak presyo kapag nagpapaupa at sobrang taas o sky rocket-high naman kapag umuupa Bakit kaya?” Angeles asks.
Angeles further itemized the obvious problems in the city such us traffic congestion, uncollected garbage, displaced vendors, among others, that she promised to be addressed during her watch. “Aside from rectifying the errors of the past, we must also address strategic or long-term issues such as health, education, livelihood and employment opportunities in the city center and in the rural areas, among others,” she added.
hDespite all the obstacles, Angeles repeated her campaign promise and vowed to do good on them.
“Tungkol po sa kalusugan: Magpapatupad po tayo ng malawak na hospital assistance, lalo na para sa ating mga kababayang kapus palad. Libreng gamot mula sa libreng botika para sa taong bayan.
“Palalawakin pa po natin ang Philhealth coverage para sa mga hindi pa miyembro ng Philhealth. Mamimigay din po tayo ng libreng death and accident insurance coverage.
“Mag papaikot at magpapalibot po tayo ng libreng mobile clinic sa buong lungsod upang suriin at gamutin ang ating mga kababayang may sakit.
“Sa edukasyon, magpapatupad tayo ng malawak na scholarship program at mamimigay po tayo ng libreng school supplies para sa lahat ng ating mga mag-aaral mula Grade I to Grade 6 sa lahat ng pampublikong paaralan sa buong lungsod.
“Lilikha po tayo ng mga oportunidad sa trabaho at kabuhayan ng mamamayan sa pamamagitan ng mga skills training program at pagsuporta sa mga small cottage industries.
“Agrikultura pa rin ang pangunahing pinagkukunan ng kabuhayan ng ating mga kababayan kaya ipagkakaloob natin ang ayuda at suporta sa mga magsasaka at mga naghahanap buhay sa ating mga kabukiran.
“Alam po natin na may ilang komunidad sa ating lungsod na laganap ang kahirapan kaya naging kanlungan ang mga ito ng kriminalidad, kabilang na ang mga ipinagbabawal na gamot. Makikipag ugnayan po tayo sa ating kapulisan upang buhayin ang “tugis-bilis” program laban sa krimen.
“Masusi nating pag-aaralan kung paano lulutasin ang problema sa kahirapan, droga at kriminalidad sa mga lugar na ito.
“Subalit nakakalungkot pong ibalita sa inyo na base sa ulat ng ating Transition Team halos nalimas na po ang natitirang pondo ng ating ciudad hanggang Disyembre ng taong ito. At sa mga oras na ito, hindi pa po tayo binibigyan ng anumang financial report ng Accounting Department ng lungsod as of December 31, 2015 at gayundin ang Commission on Audit (COA), hindi pa rin tayo nabibigyan ng anumang taunang audit ng lungsod sa nakaraang taon.
“Ang lahat ng mga programang ipinangako ko sa inyo ay ipakikiusap at idudulog po natin sa ating Bise Alkalde at sa Sangguniang Panlungsod upang bigyang prioridad at mabigyan ng kaukulang pondo sa darating na Budget Hearing for 2017 at agaran nating maipatupad ang mga programang nabanggit sa pagpasok ng susunod na taon.
“Sisiguraduhin po natin na ang ating lungsod ay magiging kaaya-aya at kaakit-akit sa mga negosyanteng nais magtayo ng negosyo. Hihimukin po natin sila na magbayad ng tamang buwis sapagkat makakasiguro sila na ang bawat sentimo ay papasok sa kaban ng bayan at hindi makukurakot o mabubulsa ng mga nanunungkulan.
“Lagi pong magiging bukas ang aking tanggapan, hindi lamang para tumugon sa inyong mga pangangailangan, kundi para tumanggap sa inyong mga panukala at mungkahi kung paano pa natin mapapahusay ang pagbibigay ng malinis, matapat, mapagmahal at mapagkumbabang serbisyo sa taong bayan.
“Maglalagay po tayo ng “free wifi” sa mga pampublikong lugar tulad ng plaza sa pamamagitan ng tulong ng ating butihing Senador Ralph Recto na siyang ipinangako niya sa akin noong panahon po ng kampanya. At alam ko po ito ay kanyang tutuparin.
“Mapalad din po tayo na nakasama natin ang aking kapartido sa Nationalist People’s Coalition na si Senador Sherwin Gatchalian sa hapong ito. Siya po ay isang beterano at award winning Mayor ng Valenzuela City na kung saan sa kanyang pamumuno ay nakamit nila ang model city award at galing pook award. Malaki po ang maitutulong sa ating lungsod ni Senador Sherwin Gatchalian.
“Tutulungan din po tayo ng mga kaibigan natin tulad ni Congressman Enrico Pineda ng One Pacman Partylist na ngayon pa lamang ay nag-pledge na ng pondo para sa mga programs at infrastructure projects dito sa ating lungsod. Gayon din po ang ating 2nd District Congressman Victor Yap na kung saan noong panahon ng kampanya ay nangakong tutulong sa ating lungsod at alam ko na tayo po ay kanyang gagabayan sa bawat hakbang ng kahirapan na ating tatahakin.”
But she cannot do it alone. She asked for unity and sought for the cooperation of the Sangguniang Panlungsod, other government officials, and the entire constituency. “Let us set aside politics and commit ourselves to strive for our common vision of genuine public service to the people of Tarlac City in order to achieve progress and prosperity in our barangays,” Angeles adds./The Tarlac Weekender News Team
